The Situation

The National Park Service needed to rehabilitate the restrooms and vestibule spaces at the Lookout Mountain Visitor Center near Chattanooga, Tennessee. The facility is a historic building with painted murals and artwork throughout. Construction had to be executed while the Visitor Center remained open to the public, with all work confined to the restroom, vestibule, chase, and attic areas and every historic surface outside those boundaries protected throughout.

The Challenge

Working inside a historic public facility requires a level of constraint planning that goes beyond a standard renovation. Painted surfaces, murals, and historic finishes adjacent to the work areas had to be protected with temporary barriers, humidity controls, coverings, and dust control measures from mobilization through final cleanup. IAQ management and environmental protection requirements were enforced continuously to prevent any airborne migration into occupied public areas.

The HVAC scope added a preservation dimension not typical of a restroom renovation. New HVAC units were installed specifically to provide precise humidity and temperature control, because maintaining stable environmental conditions is a long-term requirement for preserving the artwork and historic finishes throughout the building. Structural modifications including additional framing, truss reinforcement, and lintels were required to accommodate the new systems. ADA access and safe egress for visitors had to be maintained at all times, with physical barriers, signage, and scheduled deliveries ensuring clear separation between work zones and public circulation.

How We Worked

JBrennon confined all site operations to the restroom, vestibule, chase, and attic areas as defined by the contract documents, with no disturbance outside the construction limits. Selective demolition of existing finishes, partitions, and restroom fixtures was performed with protective measures in place at all adjacent historic surfaces. Temperature and humidity monitoring was maintained throughout construction to meet the specified environmental standards required for historic preservation.

Complete plumbing replacement included excavation and trenching through existing slabs for new underground piping, new fixtures, and new toilet partitions. Architectural finishes were installed per specification. HVAC upgrades, new lighting, and all structural modifications were completed within the defined work areas. Dust control, IAQ management, and daily cleanup were maintained to the end of each workday to protect both the public areas and the historic fabric of the building.
